Minutes of Parish Council Meeting held on Monday, 17 September 2012, at 8.00 p.m. in the Peek Hall, Rousdon

Graham Jones spoke about the new Police and Crime Commissioner (PCC) election and his concern about the lack of information and advertising with regard to this. The new PCC is to be elected on 15 November and it is not too late for candidates to stand for election, although there could be financial implications to this (deposit required if not main party candidate). This is a fundamental change in the Police Authority and it is thought people are not generally aware of this new system and many may not even be registered to vote this year. Also, November is traditionally a poor time of the year for electors turning out to vote (winter, dark nights, etc.) There will also be a chance for people to serve on a Police Crime Panel of local electors. Information is available on the Devon and Cornwall Police website and there should be more publicity over the next few weeks.
1, Police Report – there had been two crimes in Combpyne during August – both shed burglaries compared with no crimes for August 2011.

Register of interest forms had been sent to EDDC and would appear on their website. There was a basic list on the Trinity website referring enquiries to the EDDC site.
Application no 12/1812/FUL – Land Adjacent to Charton Farm Rousdon, Lyme Regis, DT7 3XX
– Installation of ground mounted Solar PV arrayThere were no objections to this application – it was hoped that future growth of trees and hedges had been taken into account.

The Parish Council felt that this original condition should stand and be enforced. The main reason for this is the inadequate parking – this has already been experienced as a major issue and was felt to be dangerous (although the property is advertised with offroad parking).
App no 12/1573/FUL – Higher Manor Farm, Combpyne, Axminster – Construction of yurt for holiday letting
The Parish Council’s concerns here were that there are already two letting units on this site, one of which is not featured on the plans. Pedestrian access to the site is unsatisfactory and potentially dangerous – via a narrow farm lane used mainly by farm traffic, tractors, machinery, etc. and vehicular parking should be offroad and within the farm boundary, which does not happen in practice with the existing accommodation. It is felt that permission should be refused for this application.

There were no objections to this – hopefully something suitable will be planted in its place.
Consent had been granted with conditions for:

Kevin Salter (Tree Warden) had trimmed the Oak Tree on the War Memorial Green and also the pine trees overhanging the Bus Shelter.Question raised about extra traffic and queues when extra events are held at Park Farm – not being clearly signed. Suggested that clerk could write to owners asking them to address this (Musbury Parish – so copy to Musbury clerk).
