A meeting of Axmouth Parish Council was held on Wednesday 19th October 2011 at 7.00pm in Axmouth Village Hall.
Cllr Carol Rapley (Chairman), Cllr Paul Britton, Cllr Crescy Cannan, Cllr Alan Harrison, Cllr Irene Harrison, Cllr Keith Lawes, Cllr Ken Steven, Cllr Morag Steven, Carol Miltenburg (Clerk & Secretary), PC Speariett, 1 member of the public, Mr Kimmo Evans (ED AONB)
1. Apologies were received and acknowledged from Cllr Emily McIvor, Cllr Jum Knight (DCC) and Cllr Ian Thomas (EDDC).
2. The minutes of the Parish Council meeting held on September 21st were approved and signed with the following amendments:-
Item 4 Highways after Cllr Knight (DCC) confirmed again that … insert “the footway adjacent to the churchyard” …would be his priority project.
To be added to the end of this item “It was agreed to send Mr Powell a list of proposals that the Council wish to be investigated as part of the Study of the Lower Axe Valley as his remit only includes displaced parking on the Riverside at present.
Cllr Ken Steven asked for a request for double white lines on Pound Hill be made to DCC Highways.”
b) Item 10d) insert “Axmouth achieved 2nd place in the New Entries category of the competition.”
3. Ward Officers Report
PC Speariett advised there had been 1 crime in September – the theft of a handbag from a car boot in Stepps Lane. There have also been a number of out building thefts and attempted thefts of quad bikes in the general area.
4. Bio-diversity Audit .
Cllr Rapley welcomed Mr Kimmo Evans (East Devon AONB) who gave a presentation on the Bio-diversity audit and showed ideas of how the wildlife sites and corridors can be formed and linked. He also gave ideas to encourage more interest which can involve little cost. The Council will discuss ideas and meet with Patricia Farrell shortly. Mr Evans also advised that there is a small amount of grant money available for suitable projects. A meeting will be arranged shortly with Patricia Farrell who is working on the bio diversity audits in Devon.
Clerk to contact Higways to remove the scalping in the lay by at Squires Lane into the potholes along the side of the B3172 estuary road.
With reference to the recent Seaton Coastal Traffic meeting a list of things that are needed such as the footway, improved cycle way, 20mph zone and discussion of displaced parking on the B3172 needs to be submitted for consideration.
It was reported that there has been flytipping at the top and bottom of Bushes Lane. Clerk to inform REACT.
The amount of dog fouling in locations around the Parish was commented on. Leggets Lane is especially bad and a local professional dog walker has been seen in the area. Clerk to contact EDDC Dog Warden. Cllr Morag Stevens has offered to design suitable signs.
A post by Coldwell Lane Terrace is loose. Clerk to contact Highways.
Clerk to contact Corfe PC for information on weight limits.
Brook Clearance. Clerk to circulate e mail concerning this and ask for recompense for 25 man hours of residents who removed the weeds.
6. Public Forum
Questions were asked concerning the status of the Axe Estuary with respect to the Marine Conservation Zone. Clerk to investigate. A request was made to publish agendas and minutes more quickly on the website and noticeboard.
a) To consider new planning applications. None received.
b) Planning Correspondence etc.
11/2195/CPE – Sovreign Coaches, Pine Lodge, Rousden. The council had no information on this matter so could not comment.
11/1352/FUL – 5 Glenwater Close. Permission approved with conditions.
11/1230/FUL – Moorings, Axmouth Harbour. Permission granted with conditions.
Clerk to organise meeting with EDDC Conservation Officer to discuss Non Designated Heritage Assets.
8. Councillors Reports
Cllr Rapley reported on the recent LDF meeting she attended. The number of new houses allocated to Axmouth as their proportion of the total for East Devon is 10.
9. Financial Matters
a) The financial statement was received and signed.
b) Cheques required
CPRE £20.00 membership
c) Fixed Asset Inspection. It was agreed to remove the mower from the Councils insurance as this has now been sold by the Playground Committee, as the contract to purchase the Telephone Kiosk is going through this would have to be added. The Clerk reported that the playground inspection will take place in November and cost approximately £45.
10. Seaton Redevelopment
It was agreed to monitor traffic movements as the store develops and carry out a traffic census using volunteers.
11. a) EDDC Car Parking consultation. Cllr Rapley would reply on behalf of the Council.
b) Viewing Platform. Cllr Cannan reported that drawings are required from South West Water to enable their pipes to be located.
c) Burial Ground. The Clerk reported that it was very unlikely any access would be granted to the land behind Church St. Other sites were suggested and the Clerk will write to the owners.
c) Footway. The safety audit has failed and will have to be reviewed. We are awaiting more detail from Brian Hoare of DCC Highways.
d) Parish Plan. Cllrs Rapley and Cannan will attend the Neighbourhood Plan meeting at EDDC on November 1st.
