An outline application has been received from Halllam Land Management for the construction of up to 120 residential dwellings, or up to 100 residential dwellings plus land for a care home/extra care housing on land between Shire Lane and Gore Lane, north of the A3052 in Uplyme. The application also includes a retained and improved “park and ride” facility, new access and associated highway, utilities and green infrastructure framework. The proposed development is restricted to the easternmost field of the three originally considered in the outline proposal from early 2014, with the addition of the current ‘park and ride’ site.
In summary, the applicant’s Master Plan for the site claims to reflect ‘significant consultation and discussion with the public and key stakeholders’ and that the design approach achieves;
• Up to 120 new homes of mixed size and tenure
• An area of 0.5ha to potentially come forward as a care/extra care home
• Retention and enhancement of the current Park & Ride to include toilets and information point
• Public open space
• Extension of footpath along west of the site
• ‘Up to’ 50% of total homes as ‘affordable’ of mixed sizes and tenure
• Retained hedgerows with additional broad leaved planting
• Contribution toward education & community facilities and infrastructure via S106 agreement
Elsewhere in the Design & Access Statement, the applicant indicates that a footway from the site into Lyme Regis will be delivered, that Lyme Regis is “Easily accessed by public transport…” and “traffic flows along the main roads are light and therefore suitable for cycle use without dedicated facilities…”
This application is currently within a formal 21 day consultation period until 3rd June. I have asked this be extended due to the large volume of documentation associated with this application.
