Combpyne-Rousdon Parish Council

Combpyne-Rousdon Parish Council has nine elected members supported by a Parish Clerk.

The Council meet in Peek Hall, Rousdon usually on the 3rd Monday of each month.

Meetings start at 7.30pm during the winter months and 8.00pm during the summer, unless otherwise stated.

  • Vote to approve creation of Combpyne Rousdon website. Various options are available with commercial offerings running at about £150 pa with a higher set up cost in year one in the region of £300. This would require significant effort to “build” the website.
  • The clerk of Uplyme Parish Council is a website developer and can offer us her services to build a website. This has tremendous benefits with minimal workload for Combpyne Rousdon PC clerk, intimate knowledge of the workings of a PC and good local knowledge. This would be the recommended choice of the clerk. Following a verbal conversation the costs would be no ore than large corporate offerings
  • See correspondence below, these costs should be recoverable through grants
  1. £1000 grant for Parish Project: Suggestions/Ideas and if possible vote.
  • Parish Hall kitchen refurbishment (new water heater): £unknown
  • Defibrilator: costs range from circa £900 ex vat up to £2,000. Detailed expert advice on location and type would be required
  • Peek Hall flooring: Detailed quotes to be sought, but new wooden flooring estimated at £3,500-£4,000 depending on quality of flooring chosen

  1. Apologies: Michael Stride, Robert Moore, Colin Boyd (Colin Boyd has resigned from the Parish Council as he is moving out of the Parish)
  2. Police Report: No crime reported in the Parish for the period August to September 2015. New Neighbourhood Beat Manager appointed and invited to next Parish Council Meeting. (Richard Jenkins)
  3. District Councillor’s Report:
  • Recent Government stance on Syria refugees, no details of how this will impact Devon as yet. Any allocation is likely to be in urban areas and Devon Home Choice will remain the system for allocating housing.
  • Refuse and recycling: Pilot scheme in operation in Exmouth. This enhances the range of recyclables to include cardboard and mixed plastics weekly with landfill collections at 3 weekly intervals. There will be a new refuse collection contract in 2016 and the evidence from this pilot will be factored in to the new contract.
  • Knowle council relocation plans moving ahead and planning proposals for the Knowle site are being received and reviewed.
  1. County Councillors’ Report:
  • Broadband, no further information to update beyond the known expectation of superfast broadband arriving January 2016.
  • Road verge work at dangerous junctions either completed or scheduled for action.
  • Highways budget for 2016 is to be cut by £38 million, no detailed information available yet.
  • Libraries in the county are all in trust and will remain in trust
  • Roadwork (potholes etc.) either completed or scheduled for work. No further requirements identified at this time.

  • It observed there is an increased frequency of tree work on the Rousdon Estate and it would be valuable to get greater understanding of how this will progress. Michael Hughes, Director of All Hallows with responsibility for Trees on the estate will be invited to the next Parish Council meeting to clarify on-going work
  1. Lengsthman:
  • Review and consider signing contract between Combpyne/Rousdon, Uplyme and Axmouth Parish Councils and Contractor. In principle this was agreed but further questions to Uplyme to clarify the situation before commitment to contract.
  • Appoint council member to determine work for lengthsman contractor to undertake. Kevin Slater was proposed and seconded by Audrey Dicks and Martin Platts respectively to be point of contact should the contract move forward.
  1. Financial Regulations: Proposed and seconded by Martin Platts and Nicholas Wright respectively and adopted by Parish Council
  2. Risk Review: Nicholas Wright and Martin Platts will work with clerk to review initial draft and agree final presentation at next Parish Council meeting
  3. Data Protection:
  • A budget to purchase IT equipment with a budget of ~ £500 was proposed and seconded by Kevin Salter and Audrey Dicks respectively and approved
  1. Website:
  • The principle of a Parish website was agreed and the clerk charged with getting detailed costing’s from 3 suppliers to present at next Parish Council Meeting
  1. £1000 grant for Parish Project:
  • Various possible items were suggested and it was agreed that an appeal to Parishioners for suggestions was to be presented. Clerk will action this via Parish websites.
  • Budget will comprise:
  1. Parish Council Funds
  2. £1,000 grant from County Council
  3. Fund raising in the Parish
  4. Potential matched funding (to value 30% of total spend from District Council Community Building Fund)
  • Possible projects raised at meeting were as follows:

  • X53 Bus Service change, only one service per day each way via Rousdon. DCC have made arrangements for Axe Valley Mini Travel to provide extra buses on Service 899 between Lyme Regis, Rousdon, Colyford and Seaton and between Beer and Seaton in order to maintain a range of connections at Seaton with Stagecoach Service 52A which continues to run to and from Exeter.

Advice to  self-help groups regarding disposal of green waste is as follows:-

  • Small amounts of green waste could be taken home to be home composted.
  • Local allotment associations or community composting groups may be able to assist
  • Alternatively leave pulled weeds or grass cuttings on the verges where they will rot down.
